Bart's powers are inherited from his father, who inherited it from his father, The Flash. From what the creators of the show have said, it means his powers are nearly identical to Barry's, except that Bart hasn't had the same amount of time or experiences - but the show makes a point of showing that Bart can keep up with various parts of Barry's power that Wally West (Kid Flash) can't. It's not stated, but assumed that his power comes from the Speed Force like in the comics, which is a dimension that he can tap in to appear incredibly fast, though for him it's a normal pace.
With that out of the way, Bart's main power is super speed. And with great speed comes great... other things! Because of how fast he can move, Bart can vibrate his molecules so fast that he can phase right through solid objects. He can run in circles, creating pseudo-tornadoes. And he can avoid a lot - it's hard to hit him if he can see the enemy coming. He can also detect things that are moving at speeds faster than normal human perception, and can talk in a super-humanly fast (and annoying) way.
And then there's the actual running. It's not stated in canon, but since he can run fast enough that gravity has no effect on him (because of his speed, he can run up walls, for example) it's basically just... very, very fast. But for him, it feels normal, though he loves to flaunt it.

This speed-less thing sucked. Bart didn't know why he thought substituting his own speed with that of an animal's was such a good idea, because it wasn't. It's not like the horse standing over him was as crash as the bioship or something that came from the Batcave. Not to mention that when you fell off of one of those, you didn't usually land in the mud a few feet later. Normally Robin or Blue would use some cool grappling hook to save you or at least catch you and fly away - and it might be a bit embarrassing, but it wasn't as moded as ending up on the ground.
And Bart was pretty sure that the horse was laughing at him.
"Get back on the horse? Get back in the saddle?" He was muttering to himself as he stood, dusting off his pants. He wasn't really keen on getting back on the animal, especially if he was just going to fall off again. The horse let out a snort and Bart returned it with a glare, pointing his finger at it.
"Look, dude. Falling off isn't crash," he pauses. "Well it is, technically. But not in a good way. So if I step up again, you're not gonna send me flying. Capiche?"
There's a moment of silence before the horse snorts again and Bart takes that as an agreement. He steps up to the ladder specifically made for climbing on these beasts, then puts a foot in the stirrup. You can do it, Impulse. No sweat. With a deep breath, he pulls himself up and over -
And continues going right over the horse as it takes a step forward. He's pretty sure his life - his short, short life - flash before his eyes as he plummets oh so far to the ground. How he'll never live up to Kid Flash, much less The Flash himself! How he'll never eat Jaime's food again! How he'll never get to drive Miss Martian's awesome ship! All of those horribly sad thoughts rush to the front of his mind as he face plants into the dirt a second time.
"Oh come on," Bart lifts his head up, spitting out a mouthful of dust. "Really? Why you gotta be like that?"
He rubs his head - making sure it's still even there. "This is the first time I'm glad the rest of the team isn't here. I'd never live this down," The horse snorts at him again and Bart makes a face at it. "Yeah, thanks bro." It kind of hurts for a moment, because he does miss everyone else. He wishes he had Blue around to annoy and call hermano. Instead he's just got this wonderfully sweet horse.
"Ugh... Better try again. I'm not quitting until you let me on!"
