Abilities/Powers: Kougami has a fighting style known as Silat, and is rather strong for a regular human being. However, he states he's still human as he can be taken out with other means, like a paralyzer. So while he has an advanced fighting style, he's an ordinary human.
Items/Weapons: Revolver, cigarettes, and a lighter. Sample Entry: "Every society gets the kind of criminal it deserves. What is equally true is that every community gets the kind of law enforcement it insists on." Robert Kennedy.
It doesn't matter what kind of law system is created, that quote will always hold true. Somewhere, there's someone unhappy with the system and will do whatever they can to dissolve it. Just as there are people who will do whatever they can to keep that same system. [Kougami pauses as he brings up a cigarette to his mouth, lights it, inhales, then exhales as a puff of white smoke clouds the camera.]
But how would you like to live in a world where you aren't judged by people, but by an machine of sorts? Where you're labeled a criminal before you've even done anything just because you thought of killing a few bastards? [Another pause as he takes another puff of his cigarette.] It seems like a fantasy, doesn't it. People would think that such a system would have no errors in it since it's a sentient being telling people how to live in order for them to have the greatest happiness in life.
No choices, just an aptitude test.
The great thing is that most people find it ideal. [There's a but hanging on the end of that sentence, but he's not going to elaborate. Instead, he's going to bask in the freedom he has here, even if it is some sort of supposed hell.]
Sample Entry Two: Nothing could distract Kougami from his goal, not even the cigarette he was lighting. The weight of that case was always on his mind, but he took a large part of the blame for allowing Sasayama out on his own, even if he did have a lead. It was because he had that lead that got him killed -- so many 'what ifs', but there's nothing he could do about it. Just get his revenge. A vengeance years in the making, only made stronger when he found out Makishima couldn't be judged by the system that forcibly made him an enforcer, simply because he wanted Makishima to meet the same fate that his partner had faced. To experience the same pain that Inspector Tsunemori did as she watched her best friend die in front of her.
Inspector Tsunemori may not have the will to kill within her, but Kougami does. It's why he can go out with a killing intent, on a manhunt to find the man who robs people of their lives for his own amusement. Even if he can understand why he does it, even if he doesn't agree with Sibyl himself, he can't agree with the taking of other's lives just because he has the ability to get around the system. A gift in this world. A gift like Inspector Tsunemori has, that no matter what she's seen, her hue remains clear. Maybe Kougami really is taking too much on himself, but at least he can do something. At least Makishima is practically beckoning to find him and kill him.
And it's because he wants to do his duty as a detective that he wants to see this through. That he could care less about his livelihood, because in the end, he'd be getting his revenge and protecting everyone.
Even if it meant he knew he was hurting Inspector Tsunemori. She treated him as a human, and he greatly respected that. She allowed him to inspect scenes when he had hunches, following him and trusting him because thanks to his years on the job, he could profile cases with ease. A trust he lost to most people because of his demotion. But in the end, he's doing this to protect her too.
But first and foremost it's his selfish desire driving him. To satiate that need for closure. And by his hand, he will make sure that the deed is done, that Makishima will die. If not, then he doesn't know who would rise up to the task, knowing that Sibyl and the MWPSB would become their enemy.
With one final puff of his cigarette, he let the butt fall into the ashtray. Now was the time to take off and finally find Makishima and end this once and for all.
