Libra is the kind, gentle soul who is hiding a dark past. While he cannot claim to be a terrible person, he had a terrible childhood that plays a great role in the kind of person he truly is. Generally he is soft spoken and will never enter into a conversation without mentioning the gods. He appears to be a very pious man indeed and puts all of his faith into his prayers and worship to the gods. Since he is a priest it is safe to assume that he also helps others in the name of the gods as a priest would (although this canon allows them to get it on and have babies and so on).

But Lon'qu and Tharja are but two examples of seeing past this gentle, peaceful demeanor. Not to say that it is a lie (perhaps something Libra is desperately striving for though), but there is a darkness that shadows Libra no matter what he tries. Due to neglect and abuse all through his childhood, Libra has difficulty trusting others and (until his marriage, I assume) also developed an aversion to being touched. It doesn't help that with his beauty and elegance, he is often mistaken as a woman. As such, he is often hit on by men and women alike and it becomes rather exasperating for him.

Because of his harsh childhood, Libra became desperate to find some kind of escape, and he turned to religion. He is known as the one with the "scabbiest knees" in the army due to the amount of times he kneels in prayer in a day. But even then he confesses hat he is not even certain it's the right path, and that he's never felt a strong inclination to become anything specific. Nevertheless he would do anything to protect the innocent and his loved ones from the Risen and other enemies, and he has a good, strong heart that longs to free itself of darker times.

After his entrance into Chrom's army, Libra seems to slowly work through his issues as he is welcomed to the team. He eventually opens up to certain characters and of course even falls in love. He felt a strong desire to prevent Emmeryn from her untimely death, but he did not actually know her or fight alongside her as he comes to do with Chrom and company. It is probably here that Libra, for the first time, feels that he belongs somewhere and that he is a beloved member of a strong family-like community.

That's not to say that he completely opens up and all of his troubles are solved. He is still hesitant at times, occasionally haunted by his past, and he can also be very private. For example, he is a very talented artist but he will never do any work for anyone else and probably doesn't show it off either. Sometimes he even seems to forget how to be personable and genuine outside of being a priest. Noire points this out in a Future Past conversation if she is his child. When Libra is giving off religious spiel, she cries and tells him that she doesn't want the gods but her father. This opens Libra's eyes to what's truly important, something he's definitely got to learn to keep track of.

Note: I am taking Libra from an S Support with Tharja. Therefore he is married to Tharja and Noire is his future child (this is okay'd with Noire's player). As a father to Noire, Libra is kind and gentle of course. It complements the harshness and coolness of Tharja. He often tries to reason with his wife in order to get her to stop performing hexes on Noire, but it usually backfires. Despite this, he always stays optimistic in terms of helping Noire and he is curious about his future self ... but also hopes to do right by her in his present timeline, and to never abandon his family as they had done to him. He also brings decent change to Tharja, who opens up her own heart and loves her husband so deeply that after his future death, she becomes obsessed with trying to bring him back. It is certainly a strange family, but all of the good intentions are there.
