I appreciate your concerns and will consider your suggestion. I already consult with my co-mod, but will consider bringing on an app team.
If I decide to do this, I would poll the game first to see how they felt about it. And it wouldn't be until after Christmas now (sorry about that, anon).

I understand the concern for a strike system; however, I personally do not feel Haven will benefit from one. In the interest of fairness, though, I will bring it up for discussion by the playerbase in the next HMD this coming month.
If your friend is having trouble meeting AC, a few things to consider may be the event posts and two intro mingle logs a month, all of which receive a high comment count.
And finally, if there are extenuating circumstances why a hiatus couldn't be called and there isn't enough AC (for example: a death in the family, hospitalization, family emergency), the player may bring it to me personally.

Thanks for taking the time to come to me and write out your concern. I did state in the initial event post that group one would be physical as well as psychological horror, and have run plots with Dr. Kite before and so I wrongfully assumed people may know what to expect.
I have added a content warning to this torture post (admittedly late now), and will make sure one is on all future torture posts. I will also make an OOC note encouraging all group one members to talk to me if they are feeling uncomfortable with the way the thread is going or has ended and I will do my best to change things. As well as PMing me their personal no-go areas beforehand.
I hope that will help to fix this and I apologize sincerely for upsetting anyone, I'll go and write that OOC post now!

It's not too abrasive at all, and I apologize for any inconsistencies. With hiatuses, these are the guidelines I have my helpers to judge them on.
If a hiatus is between 2 weeks and 3 and a half weeks, they are eligible for half AC in the month which the majority of their AC dates fall in.
If a hiatus is 3 and a half weeks or over, they are eligible for full exemption in the month which the majority of their AC dates fall in.
If there's a vague date given (like early X month) then the helper processing the hiatus has to make a judgement call. In the second example you linked, the poster should not have been given a full exemption as their hiatus was three weeks and not three and a half weeks.
As you said, it would be unfair to change the hiatuses of these players now, but I will make sure to have a word with the helper who handles hiatuses and try to tighten up the mistakes.

1) The IC notice and OOC notice conflict. Are only twenty or ten people people allowed to pass?
2) A large amount of the participants are inactive, which significantly increases the amount of people that are still 'alive' because they can't be simply written off as being dead. To my count, the amount of these characters alone would push the number beyond twenty and while I understand that they likely got busy it's also unfair to the active characters to have their outcome decided on the lack of action of other players, as opposed to choosing what they get to do.
We're currently doing what we can to finish stage 2 so that we can proceed to stage 3 but as this concern has come up among some of my CR, I thought I'd bring it up in advance to see if a compromise can be worked out. Thank you for reading this and I'll be looking forward to hearing from you.

1. It's 20, I didn't even realize I typo'd that as 10 in the comment itself, I'll edit that right away.
2. I have no problem altering it so that there is no limit. If your character survives the three levels they get a passed, if they don't they get a defective tattoo. And then every player can move on whenever their own personal threads (dead or alive) have concluded.

I'm quite new here so I'm not sure how it was in the past but I find that having the activity period and the AC submission period end on different dates is really confusing. for example, February's valid activity period is Feb 1 to Feb 28 but submission is up to March 7. So anything from March 1 to 7 won't count for Feb's activity check, which I just find really weird.
It might be just me who finds this confusing but it's a concern I had for a while.

I'll do my best to explain the reasoning why it is that way, but if it's unclear, feel free to get back to me. AC has always been only accepting activity done in that month only (so February AC will accept any posts, logs, threads, or comments that take place in February).
If we allowed things from March 1-7 as well, it would mean that they would then have to be disallowed for March AC, or else someone could use the same piece of AC to pass both February and March AC. In addition, the AC is specifically checking February activity, and players should therefore have enough AC from February without needing to spill into March - obviously down months happen for everyone, but that's why we allow hiatuses for half exemption or full exemption.
But basically you can use anything from the month in question being checked!

so that's about it, i really want to app for one character, but i'd need to get used to dw first before doing so, rp terms and those things aren't necessary, just a guide to use dw for rp.
edit: oh but yeah, if someone can explain me what things like "video, voice, audio" roleplays are, would be really appreciated. I'm mostly a paragraph (third person) writer, but I don't mind writing in first person, but yeah thats it!

A good way to learn more about dreamwidth roleplay is to look through the resources page of RP Anons. If you scroll down, there's a section titled "Guides/Advice" which would probably help to answer most of your questions before apping to a game.
Tracking threads is usually done via email. Dreamwidth will send your email account a notification when someone replies to you, and then you can reply back. And "voice, etc" are descriptors of how the interaction is being done from an in character perspective.

Thank you for bringing those concerns to me. I'm not actually familiar with the canon in question myself, so I will consult with the app team and do some more research to look into whether we think the character is appable or not.

This is just to let you know your concern regarding Activity Check requirements has been read, but no decision on changing Activity Check will be made until Blue has returned from her leave. If any changes are decided on, they will only be done so for the March requirements and February's AC will be done under the current requirements.

We thank you for coming to us about this, but unfortunately the mod team feels that this is an issue that should first be handled between the players, before mod intervention is considered.
While your statement is accurate to what you are linking, the player is still making the required activity as it's defined and we cannot penalize them without stepping out of the bounds of our own rules. To single someone out like this could set an unfair precedent when it comes to how we run our Activity Check, especially when they are not the only person who did their required activity within the last week/makes the minimum and nothing else. It's frustrating to see people squatting, for us as well as players, but we as mods cannot watchdog people's activity past our own monthly requirements for remaining in game (in addition to keeping tabs on people who drop and reapp constantly) without setting precedents that go against our own defined bounds.
If you are someone who has CR with them/knows someone who has CR with them and feels they have been squatting, we think it may be best that you approach them first personally on an HMD or through personal message and communicate to them what you have to us. If you do that and nothing else changes or the player reacts negatively, then we will reconsider approaching the player about their activity. Until then we believe this is a matter that should be resolved on a personal level between the players and not escalated to a mod level.
As far as Activity Requirements go, we have received previous concerns about it and will consider making changes in the future. However we don't feel comfortable making any changes without the presence of our head mod Blue, who is still on leave at this time. When she returns we will certainly relay player concerns about AC and our own concerns, but until then we don't want to make a structural change to the game without her say in it.
