We're so glad you're thinking of joining us in Haven, where we are all safe.

In order to apply for a canon character, please fill out the information below and post it in a comment in this entry. For an OC, please apply using the OC information. Please do not link to applications, all applications must be posted here. Please do not delete your applications; if you do not want it to be seen, you can request for it to be screened after a decision is made.

You may apply for two characters every two weeks, to a total of six characters. Only two of these may be from the same canon, and they cannot be too familiar with one another. Please make sure to mark the header of your comment(s) with RESERVED or NOT RESERVED, as well as the character name and canon. App challenges are not allowed currently.

Try to remember spelling and grammar are important, and in app length quality and not quantity is what matters. If you wish to request a specific apartment, please do so in the relevant part of the application. All parts of the application must be your own work, plagiarism will not be tolerated, though you are welcome to reuse your own old applications.

If you are asked for revisions, please don't panic! It doesn't mean the mods don't like you, only that we probably need more information before making a decision. If you are asked for revisions, you will have one week to supply them.

Every attempt will be made to place a character in their chosen apartments, though this may not always be possible depending on the slots available.

Applications are open constantly, but are only processed every other Friday at 7PM EST. The Saturday following acceptance, an IC mingle log will be posted for characters to be introduced to the game.

We now have a test drive community at [community profile] haventest which is continuously open. Posts there may be used in lieu of a sample in the application. You may also link posts, logs, or threads from other games and memes in lieu of samples, though we ask that they be no more than one year old.

Personality: Upon meeting him for the first time, one is greeted with a character that exposes little about himself and who likes to run his own show; Kogami knows the rules of the game so well that he is capable of playing around the loopholes and doing with it as he pleases, while staying within the boundaries of what is still--technically--allowed.

As far as first impressions go, we learn that he takes his job seriously and wouldn't put it off for any reason, and that while he'll go ahead to handle things on his own, he knows the significance of teamwork. This, however, does not make him the ideal team player for, while he is, he goes along with his own methods and selfishly uses others to aid him succeed in his tasks. Needless to say, Kogami, for his serious looks and intimidating gestures, is an extremely intelligent man. He does not profess this loudly for others to know, but his actions and carefully chosen words show that he has thought things through every possible angle before coming upon a conclusion.

One would assume that given his character type, Kogami would be difficult to read, easy to anger, and impossible to approach. It is with surprise that he is anything but that; he speaks freely, without much restrain for harbouring secrets or stories of the past, and deals with unforeseen situations with a cool head and a calm demeanour. A good example of this is when Akane (a new Inspector) learns of his past and the reasons as to why he has become the man he is now. Rather than reacting violently or upset that his otherwise "confidential" personal information is being spread around without his permission, he assumes it's only logical that it should be and that he can't blame anyone for being curious about the matter. In a sense, it's almost as if he puts very little value in his own personal history--so little value that, for him, it is not necessary to keep it under lock and key from others. It is very likely that he would have shared this very information with others, had he been questioned directly about it.

He has a mostly serious personality that is outlined by his sense of humour, a trait that comes as surprising as his cocky arrogance in the face of danger. He'll also constantly bring up an embarrassing factoid about someone else in order to tease them, which shows that he can also be playful around others if just to get a mirthful grin out of the flustered reactions of others. His serious personality can also be seen as one mixed with disdain and disregard for his surroundings, for as hard-working as Kogami is, he has the distinct ability of looking bored and disinterested in his surroundings or whenever someone speaks.

This, though it can be seen as him being uncaring, only but touches the surface of Kogami's intelligent attributes: most of the time he'll be surveying the area and putting the pieces of a puzzle together. As said before, he is surprisingly very intelligent as a detective and is capable of deducting things and solving cases with ease. While it's mostly "instinct", his suspicions are usually correct.

Due to his Crime Coefficient being high enough to consider him a latent criminal there is a streak of sadism and cruelty that flavours his personality in such a way that it blurs the line between good and bad. Despite being supportive to others with his words and unrelenting ability to show that he has full confidence in their individual abilities and choices, he shuts down and professes that were he not under supervision he would very well take a shot without hesitation. One moment he'll be quiet and calm, helping out a victim of bullying, and the next he'll be bullying the same person with a magnanimous smirk--taunting and ruthless, clearly enjoying himself--if just to prove one of his theories correct and force a reaction out of a suspected criminal.

On the other hand, while he shows obliviousness to the apparent charm he can afflict upon others, he very well knows how to use it to get himself favours; by appealing with politeness and a carefully planned smile he can get away with using others to tag along with his ideas--especially when he's bound to confinement from the outside world except when with an Inspector. Though he could very well use this for his own purposes of escape, he never does. He has a loyalty to his work that keeps him grounded at a personal level. That's the thing: his ultimate seriousness towards not just his job, but his own plan for a personal vendetta is what keeps him on the sane, neutral side of things.

Two sides of a coin, Kogami shows the versatility of conjuring two different facets to himself. He willingly gazed too long into the abyss and his Crime Coefficient became clouded because of it. Having being an Investigator then turning into an Enforcer, his persona runs between both extremes--the polite, sincere, hard-working law-abiding worker and the cocky, merciless criminal lusting for chaos. It makes for an interesting configuration, one which meshes curiously with Kogami's low-key yet attentive attributes to get what he wants and get the job done.

Abilities/Powers: Being a former Inspector, Kogami is capable of solving cases quite effectively with little difficulty. He has a skill which has since been forbidden by Sybil (the system that runs the entire city, promoting and eliminating factors that might affect a person's Crime Coefficient either negatively or positively)--that ability being profiling. It is considered to be the old school way of doing things as an Inspector, as it relies heavily on instinct and thinking like a criminal, something that would cloud a person's Psycho-Pass (reading of crime coefficient) to "incurable" levels. While this is often not approved by current Inspectors and the system, as a former Inspector and current Enforcer, Kogami uses this instinct-based skill to its full capacity, which in retrospect allows him to measure out circumstances with near hundred percent accuracy. He can easily read others too and be able to perceive what others are feeling, though he is not likely to blurt it out for the sake of showing offthey are like (though he is likely to keep quiet about his own assumptions). This ability can also be attributed to the fact that he scored the country's highest points in the training school's exam, implying that he is much smarter than the average man.

Most of the powers shown in canon are from the weapons and online system the characters are given access to. As a recognised Enforcer by the Bureau, Kogami is capable of using a weapon called Dominator; this is a gun that holds no bullets. It has a lock mechanism where it won't respond to anyone not authorised to wield it, and it measures a person's Crime Coefficient, passing judgement as to whether the person is not subject to be shot (the gun will lock and not allow shots to be taken), if they are subject to a paralyser (in order to bring them into custody), or if they are a target for lethal action (the gun will then shoot to kill, the shot making the body explode). Other functionalities of the Dominator fall on it being able to recognise organic from non-organic targets, thus being able to switch to a different kind of shot in order to completely destroy the non-organic target.

Considering, however, how a lack of the Sybil system will make the Dominator useless in Haven, this hold very little relevance--really--to Kogami's abilities. Nevertheless, while it is not a real gun, he is quite sure of himself and confident when holding a weapon like this, as he does not hesitate to target nor to shoot if he has to.

Kogami is also very insistent about training himself to his full-potential. His body is well toned and it only reflects the amount of time he puts on hand-to-hand combat training. He has been known for destroying the training bot dummies at the training hall and only breaking a sweat, even when these were at the toughest level. Needless to say his athletics are as top notch as his deduction skills are. He's a fast thinker and with an agile body he is able to keep up with sudden change of tactics or situations that give him little room to stop and think about what to do next.

Items/Weapons: His jacket, Dominator (a gun, though it won't work at all and will be nothing but a fancy paperweight), and a Psycho-Pass bracelet which, while non-functional, used to work as a communicator and locator device.

[kogami finds himself in a place definitely not like the one he was in before. he wakes up, groggy from sleep-induced medicine and painkillers. his body was heavy from the loss of blood, but the clear-headed thoughts he can conjure tell him that the bullets had been removed from his body, thus minimalising the danger of any permanent damage to his organs or himself. he moves around cautiously, and realises this is definitely not a place under the surveillance of sybil's online system.]

[he does not know what to make of it.]

[there's a grunt as kogami tries to get himself ready to speak through an old-looking cellphone (his usual wrist communicator isn't doing it at the moment).]


This is Shinya Kogami of the Public Safety Bureau, requesting assistance for information and anyone who recognises the name to report in. The Sybil network isn't working--though I doubt I should be surprised.

[he doesn't mind giving out information about himself as it is.]

Wherever this is--I can't just stay here. There is something I must do.

[but he doesn't sound healthy enough to be doing anything, what with being half-drugged up and just recovering from a major blood loss caused by three gunshot wounds.]

[ultimately, however, he sighs.]

Though I get the feeling this is more complicated than it looks. What is the availability of cigarettes in this place?

Sample Entry Two:

There's an explosion of blood and his own boils. As the Dominator of Hound 2 passes judgement, like a predator Kogami moves from his crouched position closer to the door--past the blood bursting from untangling skin, muscle, and bone that once belonged to a favourably shaped human body--and forces it open with a swift kick. The shot was noisy; it was bound to indicate to the rest of the perpetrators of the presence of the Enforcers in the vicinity, so there was nothing for it now.

He doesn't think twice. "Screw the bait!" There's something maniacal about it that spells out just how much he's enjoying it, this utter control over the situation which is not to their favour, the adrenaline rush, the Dominator reacting to the pulses of rising Psycho-Pass hues. He's fairly sure his partnered Enforcer will follow behind him and join him in the feast.

A feral grin, as their appearance but seems to stun the robbers immobile. A grand introduction is almost begged from him; gun weighing against his shoulder, he targets the crowd with his eyes. Oh, how great it was to run free without Inspectors watching their every single move. Kogami enjoys this the most--this freedom to take on the task as much as they hunting beasts see fit.

"Who'll be next?"

Smoothly, he moves the gun down and points it at one of the petty criminals.

Enforcement mode is Non-Lethal Paralyzer.
Aim calmly and bring the target under control.


Sybil was always such a polite toy. Hey now, what's the fun in low crime coefficient reads? The consideration doesn't even cross his mind as he immediately tries to instigate a rise in the Psycho-Pass hues of the robbers.

"Your friend back there got the short end of the stick. Don't you want to go out with a bang like him? We've got you surrounded." A classic lie. "It's not like you can run, and even if you do surrender and get caught, you'll be institutionalised for life. Maybe it's better if you aim to kill, ah?"

The gunshots from the Dominator changing judgement to Lethal Extermination resound, and no one can claim that it was the wrong call, because, as everyone knows, Sybil's judgement can't be wrong.
