We're so glad you're thinking of joining us in Haven, where we are all safe.

In order to apply for a canon character, please fill out the information below and post it in a comment in this entry. For an OC, please apply using the OC information. Please do not link to applications, all applications must be posted here. Please do not delete your applications; if you do not want it to be seen, you can request for it to be screened after a decision is made.

You may apply for two characters every two weeks, to a total of six characters. Only two of these may be from the same canon, and they cannot be too familiar with one another. Please make sure to mark the header of your comment(s) with RESERVED or NOT RESERVED, as well as the character name and canon. App challenges are not allowed currently.

Try to remember spelling and grammar are important, and in app length quality and not quantity is what matters. If you wish to request a specific apartment, please do so in the relevant part of the application. All parts of the application must be your own work, plagiarism will not be tolerated, though you are welcome to reuse your own old applications.

If you are asked for revisions, please don't panic! It doesn't mean the mods don't like you, only that we probably need more information before making a decision. If you are asked for revisions, you will have one week to supply them.

Every attempt will be made to place a character in their chosen apartments, though this may not always be possible depending on the slots available.

Applications are open constantly, but are only processed every other Friday at 7PM EST. The Saturday following acceptance, an IC mingle log will be posted for characters to be introduced to the game.

We now have a test drive community at [community profile] haventest which is continuously open. Posts there may be used in lieu of a sample in the application. You may also link posts, logs, or threads from other games and memes in lieu of samples, though we ask that they be no more than one year old.

Personality:
From episode one, the enforcers are hyped up to be savage in every sense; referred to as beasts, they've essentially been reduced to a pack of dogs (Kagari's codename being "Hound 4" — not something unique to him either) working alongside investigators to sniff out various criminals of varying mental health. However, Kagari is the furthest thing from a mindless beast. In fact, he's probably the most laid back, happy-go-lucky member of the Enforcers. One of the first times we hear him speak, it's when he sets his eyes on the newest female investigator. He's quick to refer to her as a 'a cutie' (is that the cutie newbie that people have been talking about?) and then expresses distaste when he's not partnered up with her. 
Only to be further upset when no one laughs at his gripes.
But actions speak louder than words, and he's no amateur even if he's a pretty big goofball; he takes his job and the tasks it entails very seriously. He's the first one we observe using a Dominator, though it has no affect on the criminal they're pursuing (stimulants were to blame rather than the weapon on Kagari's actions) and later in the series, he's exposed to be an excellent observer and he's able to think outside of the box, comparing a maze-like hunting ground to those in his video games. He has an overall fascination with technology, making quick work of secure documents and hacking his way through just about anything.

Yeah, not long after his initial introduction we see him in the Criminal Investigation Department office playing on a portable console. We also see that his desktop is more suited for a preteen (read as: toddler), covered in dinosaurs, action figures, board games, and bowling pins as a testament to where his interests "outside" of work lie.
Here we see more of his silly side where he tells Akane, the cutie investigator, that he can't lend her an extra tablet because Kougami is using all the spares even though Kougami was hospitalized at the time. This earns him a magazine!scolding from a fellow enforcer. He's well aware of his immaturity and he knows his jokes can be pretty lame. Having to be scolded by Yayoi appears to be a frequent thing. Teasing runs rampant through their little family of "former" criminals. For example, Karanomori comments on betting her bra on a hunch regarding an investigation, and Kagari replies, pseudo-bitterly, that she can keep it.

We see a different side of Kagari within the Bureau's cafeteria when he joins Akane for a meal. He apologizes first and foremost, acknowledging that his commentary when he first saw her was a little forward and meant no disrespect — it's just that the women he works with are scary! Even so, their conversation turns sour when he asks why she bothered to join the force and her answer was lacking — in his opinion. She joined the force because the Sibyl system decided it would be the best occupation for her, which he finds decidedly ignorant. In the same breath, he reveals that he's been labeled as a latent criminal with no chance of rehabilitation since he was five years old, which is a big shout out from his entire disposition to the state of his workplace. From such a tender age, he's been locked up, excluded from society and threatened with the death penalty. He was never at liberty to make his own choices and the idea of others scrambling to find a reason for living is naive and a waste of time, especially if Sibyl has a say in it. Being independent, determined and having a backbone are all incredibly important in his eyes, and the notion of others being so reliant on a private organization to determine such important things is a frustrating topic for him and we almost never see him angry. Not even at the Drone Factory where an inmate was being picked on by his peers. Nope. Kagari was content with his food and more bothered by the fact that the place was cut off from the outside world and the internet was nonexistent.

Not to say he's a heartless, unsympathetic asshole at all! He may not think everything through, and he may be a little inattentive at times is all. In fact, sometime later we see him cooking for Akane and acting as a pillar of advice. He suspects she may be in love with Ko and stresses that he knows and experienced much more than she has in life, and therefore is knowledgeable on the subject (without divulging, of course) as a whole, then proceeds to use alcohol as an example. Ordinarily, using the fact that he indulges in drinking as an example of worldly understanding is pretty lame and childish, but in his defense, people in his verse abstain from drinking because their coefficient may become cloudy due to it. Akane only knocks back a few with him under the condition that Kagari may begin to spill details about Kougami — which he forewarned that he would like an absolute clown, and  does end up providing a few details regarding why the Enforcer was stripped of his position but nothing that should particularly remain behind lock and key.

Although he had no choice but to become an enforcer, he doesn't seem to dislike his job. He never shows reluctance about a mission unless he's joking and he's blindly brave at times, riding a drone into another drone as a means of stopping it's assault on another co-Enforcer, then proceeding to remain attached until Kougami blows a hole through it, dismounting approximately a second in advance. Though he can be recklessly brave, more than a few time's he's commented on things being scary, from the internet-less drone plant to Akane's stable psycho-pass variables after she endures a significant trauma. Certain things may freak him out, but only enough to bring up. Retreating and being a baby (haha) isn't his style.

Abilities/Powers:
 
He's a very good chef, lvl 100 gamer, an advanced hacker and is very agile/adaptable in terms of physicality. He lacks any kind of supernatural abilities, but he's a strong cookie.

Items/Weapons:
Kagari is a latent criminal so he doesn't get a lot of weapons or special items. On missions, he is granted access to a Dominator which is a type of modified handgun. It's also known as the Portable Psychology Diagnostic and Suppression System and it's so technologically advanced that it's able to discern who's hand it's in (it contains a database and will only work for validated users, and it can only be heard by the person holding it (not only does it identify the user, but it calculates psycho-pass readings and states it's functions all aloud).
Criminals and citizens can have their criminality calculated by the gun. When values exceed certain levels the gun will be allowed to fire, otherwise the gun locks. Depending on the criminal's level, the muzzle will open and modify itself to proceed with a certain course of action — lethal vs nonlethal, but there are four different modes: The Paralyser, Eliminator, Disintegrator and Lethal Decomposer, the last option being left for non-living things (drones/robots, etc).
He also wears a thick bracelet with several functions, but it's primarily used for exchanging information.
Both of these items will be non-functioning in Haven.
Weapons aside, I'd also like for him to have his handheld console, desk toys and of course the clothes on his back.
